Ohhhhhhhhhhh!!!! A REAL question amongst all that spam!!!! I FOUND YOU!!!!!! LOL!

I have a theory I tell my kids...... The bubbles are killing the germs. When it stops bubbling, the germs are dead. LOL! :0)

Now scientifically...... I am not sure. Great question though. :0)

You will need tremendous amount of energy to get to the electrons (-ve) as you get closer to the nucleus (+ve)  , as you remove electrons , other electrons gets closer to the nucleus so more attraction will take place , and it's difficult to ionise , that's why .
