The best thing to do is speak to your country's consulate to the UAE. They will give you all details for the visa application to Dubai. Expect it to be rather stringent though, that's the impression I get from that state. Foreigners not welcome unless they have cash to spend.

Passports can only be renewed if your most recent passport:

  • Is undamaged and can be submitted with your application.
  • Was issued when you were age 16 or older.
  • Was issued within the last 15 years.
  • Was issued in your current name or you can legally document your name change.

Nigeria and South Africa have recently signed a deal which states that holders of "official and diplomatic" passports are allowed visa-free travel between the two countries.

This agreement was signed by both Jacob Zuma and  Goodluck Jonathan.

For the rest, visa applications are still required.

Because the UK & Ireland aren't part of the Schengen Treaty (which facilitates travel among certain EU member states), I would assume his UK residence permit would not be enough, and he would require a visa.
