Anytime anyone anywhere hits you in the rear it's almost automatically that persons fault. Your insurance won't go up even if that person was uninsured. If it is his fault, which it most likely will be, your rates shouldn't be touched. I had a similar incident about a year ago. A girl ran a stop sign and nailed the rear end of my Nissan and totalled it. My rates weren't touched. Good luck!
