When the weatherman/woman quotes the weather as cold but fair...what are they referring to as "fair"? Is that the wind speed?

What Rooster said.  Fair weather is nice, non-rainy/stormy weather.  Like our local weather is currently warmish and NOT fair at all. 

So cold but fair means cold but no precipitation and minimal to no cloud cover, partly sunny etc.
