Is it considered cruelty to allow kids to do something like play drums at full strength volume right near to a caged animal like a young dog?

I'd consider it cruelty to subject kids to it ...

I consider it to be cruelty, since those kids are being cruel to those poor dogs. You can't understand "dog language" (barking), so the dog has no way of telling you to stop. Also, if it is caged, it can not also attack you to make you stop.
