Those with arthritis have a lot of difficulty using their fingers due to the arthritis. Velcro closures makes it a lot easier than tying laces. The same can be said for the uncoordinated little hands and fingers of infants.

For me it's a fashion issue. I have not found a pair of Velcro shoes that I would consider wearing. If that time comes that I can't tie my own shoes, I'll be living in my flip flops. When it gets cold, I'll wear pull on boots.
