Why do people who don't want to take care of dogs have them and let them try to hurt other dogs? My neighbors dog tried to hurt my dog when were out walking last night. Makes me angry.

They may want a dog of their own - and that's great - but that doesn't mean they're up to the task of properly socializing it with other animals.

Some dogs like that are just "lone wolves" while others fit easier in the "Pack animal" comparison. It really depends on how the owners raised them.
