If a teen or even a young lady gets pregnant and cannot actually take care of her baby properly, or best or even at all really for any reason, and the mother of the new single mom decides to raise the baby, is the mother of the single mom not in control of HOW the baby is actually raised? Does she not even have a choice as to whether or not to keep the baby and raise it herself at all? (I don't mean instead of other family members, but another or different family entirely.) Please correct me if I'm wrong about this.

Your question is extremely confusing but I'll give it a shot, If the mother gives up custody to the grandmother then yes the grandmother is in control.

Brother won't shower and won't brush teeth. He is brushing teeth once a month, showering few times A YEAR, and he is on online school, meaning HE NEVER LEAVES! Also hasn't changed clothes in almost 2 years! What do I do? :( It's disgusting!

You're right that is disgusting , if your brother doesn't change his ways he is going to lead an extremely lonely life.
