Just wondering... are there people in Finland who are against learning English in their country? Are there some that want to come to the US and learn US English rather than UK English in Finland? I wish I could find a polite answer please....

I agree your neighbor's English skills or lack of are really none of your business. Maybe her English is perfect and just doesn't want to talk to you, you need to let it go, get over it and move on.

I can't see why they wouldn't want to learn any English but that's their choice. Just like we aren't required to learn Finnish here. Maybe they just don't want to learn English.
