I was in D.C. This summer ...they have the most amazing thing there for transportation and I'm trying to get it implemented here in Canada in larger cities  cos I think it's genius .... And I work for the government :p ( I know who's ears need to hear this then ... Even though I have no clout :/ ) anyway ... They have public bike racks all over the city .... You can take a bike and ride it all over the city ... If you lock it in within a half hour you aren't charged.... If longer it gets charged to your credit card. We would just time our rides and lock in the bike before the half  hour was up ... And grab another one.... Cos they're everywhere ... I think it's brilliant then :)

Based on personal experience. In a city like D.C. It all depends on the day and if any major events are happening. If you want to tour the city and it is early Sunday the car is the way to go. If you have to get anyplace in the city on the 4th of July go via the subway. Most bus routes are confusing and the buses slow. Now if you live in the city the bike program is the way to go.
