Neo-Gothic style is also known as Gothic Revival, and derives from the Middle Ages. Buildings in this style will look like the Palace Westminster, or the Cathedral of Notre Dame. Specific features will include spires, cathedral-style carvings, and buttresses. Since this style is taken from Gothic churches, it brings about a solemn look.

Neo gothic literally means new gothic. It's a new movement in the gothic arena - new make up, new clothes, EMO. That type of thing.
