      That would be Andrew Jackson. The last president to balance the budget and regain a surplus of revenue was Bill Clinton. By 1998 the U.S. Was making more money than spending, however the national debt was not paid off. So technically Jackson was the only one to manage that.

        You folks are incorrect. There have been two and ONLY 2 presidents to ever balance the budget in this country - and only 1 who eliminated the national debt (Bill Clinton).
