Tails are docked between two and ten days old (dewclaws are usually removed at that time as well) and is usually fairly inexpensive at that time so it is done by the breeder. Many veterinarians prefer not to dock after 5 days. After that the bones and nerves actually form and the procedure becomes a complicated amputation and an actual surgery (therefore more expensive as well) so most won't do the surgery for cosmetic reasons.
