Recommends a list of programs/apps that can turn written words into audio with the ability to save that audio as an mp3 player. (extra features aren't necessary but appreciated_male/female voice,calm/loud tone,more language choice?though mostly Eng.)

If only English language I think I would recommend NaturalReader 13.  There are several versions.  Since you want to be able to store the output files, I think you need to actually purchase the product.  Reading the product comparison, the free version cannot write your output to a file.
