Don't know if you have fixed it yet but it sounds like you need a new thermostat. A local hardware store or home depot or lowes will have them. They even sell a kit with both thermostats and 2 elements so you can rebuild the whole thing. Might be more efficient too.

I personally have a 200 amp service. I am not sure what new home being built are getting but I would say 200 amp would be plenty. If you call around to a few electrical companies and ask what is normal you can find out what people in your area are getting.

If they are still working they should be 12.5-13ohms or so, if they are much higher 15 or 16 or more, there shot. Home depot sells a kit that has 2 elements and 2 thermostats for $30 that might be worth doing while your at it if you have a few extra bucks.

I asked an electrician this not too long ago. 14 awg wire has a 15 amp limit. 12 awg has 20 amp limit, and 10 awg has 30 amp limit. That as far a I asked but I hope it answers your question.
