It isn't called sailing if a boat doesn't have sails (I assume), so what is it called when a ship moves through water?

You assume incorrectly.

"Setting Sail" is a blanket term descended from maritime tradition for traveling across a body of water on a vessel, actual sails need not apply. Battleships sail. Enormous cruise ships sail.

Alternate terms would be cruising or boating.
