Should all schools make it a requirement to teach arts and music to their students?

Yes.  Schools should teach that there is more to Art than a pretty picture, and more to Music than sounds.  No only that, but it has been scientifically proven many times that Music helps with learning because you have to use several sections of your brain- Maths and logic, Hearing and matching sounds, and of course the part where you play the music (sorry, I don't know much about neurology....).  And most people can find at least one Visual Art subject that they like, and it's kind of cool to see how the layers of your favourite songs work together, and how Mozart is like Beyonce.

Yes. Music and art is key to developing a child's intellect, especially music. Not only will it make them smarter, but it will teach them how to apprechiate music and to understand it. They'll have an easier time learning instruments outside of school.

I couldn't agree more. For many years I was a semi-professional musician. I found music made me appreciate all types of music & found music taught me discipline, rewards for hard work & being in a team environment (Part of a band). I found that these skills have served me well in life.

Happy New Year to you & your family.
