Is it true England has a tax on televisions, called the television licensing fee?

I don't know about England, but I know Ireland does. I had a friend whose husband's job took them there. They rented  furnished place and would have to not only buy the tv, but pay the tax. They were there for 2 years and decided not to spend the money. She said she listened to the radio and never missed the tv.

I read this about England this morning, it also said if you were blind the fee was only half the amount. Wonder if you are deaf the same applies? Maybe one of the U.K. People will come on today and fill us in.

I remember way back when, South Korea had a TV tax. The tax man would walk the street and ding every house that had a TV antenna on the roof.
