If their relationship is a closed (monogamous one) I would not pursue him.  If their relationship is open and you are alright with him having a girlfriend and being bisexual, there is nothing wrong with pursuing a relationship.

Just as a note, not all bisexual or pansexual people that are in relationship are in open relationships.
