Cameron Stover answered 4/25/2010 Will Milk Or Water Clean A Penny Better? Milk cleans a penny better because it makes shiny spots on both sides of the penny. The water does not do ANYTHING to the penny. When put in water there is no change, the penny stays the exact same.
