It should never be, but there is always going to be war; it's just part of human nature.
We should understand that even the THREAT of war is a powerful negotiating tool. Those able to carry out such a threat hold great advantage over those who can only aspire to it. The sad fact is we will probably never be free from the threat or fact of war. It will always be perceived as an option for someone.
How will diplomacy ever get done otherwise, without the specter of war? Its the biggest card in the political deck.
