By what authority? Who enforces the ban? 

It's long been shown you can't legislate behavior, nor could you expect to keep people from their vices. Illegalize it, it goes underground. 

By now, most people should be smart enough to not smoke without having to be forbidden from doing it.

I agree entirely that it would be a better world if no one smoked. It is such a stupid, expensive, destructive habit, and no one is immune from knowing that anymore.

Seeing as I am allergic to tobacco smoke, I think this is a wonderful idea. Though I know it is unrealistic.

In Florida if more than 10% of your sales come from food, smoking is banned. You can smoke outside on patios, but it up to the business to allow or add further restrictions. A pack costs just over $6, a carton (10 packs) is around $60. The cost varies by state. New York is around twice that according to what I found on the Internet.

Wow, your cigarettes seem cheap, I do know that a pack of 30 cigarettes is at least $28 down here. I'm so glad I don't smoke.

It should be illegal to start, so that everyone who is already addicted can either come off it or die.  Of course, that logistically is impossible, so it probably will be legal for a very long time.
