If your power isn't working ... The plumber can't plug his tools in. And there may not be enough light to find the problem in the first place. LOL

I would say the plumber. I usually can throw a breaker switch till help arrives. But when it comes to leaking or flooding water I need a person in the know, fast.
Plumber all day long!
I can live with lights for a while but not running water.
Tough call ... But I think I'll choose the electrician. Living without air conditioning is almost unthinkable for me these days. Just can't handle the heat anymore. (We managed without power for a couple of weeks back in 2011, but it was early winter.)

Most plumbing jobs are easy. And most plumbing troubles can be avoided by being smart. Are you seriously going to pay $100 for someone to use a snake that you can get at Home Depot for 15 bucks and do it yourself? Also, just because it says flushable on the package doesn't mean it is.
I know a thing or two about electrical wiring. But when your life is at stake, it's best to hire a professional to look at your house wiring.
Electrician. Electricial repairs scares the jeepers out of me. It's illegal in my area to do most electrical repairs. I live in the rural so a generator is a must.
( I have an outhouse if the bathroom plumbing fails )
