I'd say it brings out the worst. Ive heard the worst shouting matches in stores around the holidays.

It seems they often do both: On one hand, you have families coming together at the holidays, and that's usually nice (it is for my family, at least), but then I see people get trampled to death at Wal Mart while people grab at expensive TVs, which seems to be the nadir of Western capitalist society. The holidays are a mixed bag. :)

For those of you who also perked up at Tiger Paws' answer, here's the full quote we're all thinking of:

It was the best of times, it was the worst of times, it was the age of wisdom, it was the age of foolishness, it was the epoch of belief, it was the epoch of incredulity, it was the season of Light, it was the season of Darkness, it was the spring of hope, it was the winter of despair, we had everything before us, we had nothing before us, we were all going direct to heaven, we were all going direct the other way - in short, the period was so far like the present period, that some of its noisiest authorities insisted on its being received, for good or for evil, in the superlative degree of comparison only.

Both!  I think it brings out whatever is bubbling just under the surface.  It can be anything from excitement and joy to frustration, despair, and anger.
