If you are in elementary school, maybe. As you get older, it is just because they like annoying you. Don't react and they will become bored and stop.
No .. It doesn't automatically mean they 'like you' .. If they are paying attention to you .. That means they are trying to get your attention.
Being annoying is just simply being annoying .. And that could be because they simply don't know how else to go about getting someone's attention. That is often due to immaturity. Kids don't often posses the prowess and confidence to get the message across without being 'childish' and 'annoying'.
Maybe when you're in elementary school. I remember this really annoying girl in my 5th grade class who used to annoy me constantly--she would pat my head, poke me in the back, follow me around; she even drew a picture of me and gave it to me! Turned out she had a fat crush on me for a while lol
Either that or you annoy easily.
