If they are asking you a question, you should respond.
The only time it is socially acceptable to ignore someone is after you have told them you are no longer going to respond, and are following through, or if they are acting obnoxiously and responding will only encourage the behavior.
If someone is asking something of or from you and you don't want to do it, simply reply, "Sorry, I can't help you."
Sometimes a plaintiff's lawyer in a civil suit will deliberately not respond to an ridiculous offer made by the defendant's lawyer---that is an answer in itself..
While I usually respond to a request for the time of day from even a stranger, I don't feel obliged to respond to an unsolicited request for anything with more than a "No, I can't"---text or otherwise.
And you are not obliged to explain your answer.
You might want to make allowances in your response given your relationship with the person asking, but whether or not you help is your decision.
It's not socially acceptable, most people would consider it rude if you ignored them.
Only ignore if you have already told them to stop texting you.
