Yes you can, Austin, but it's not a good idea to do it too often. A more effective way to get your ideas across is to comment on the answers to your question. That way, instead of having people shy away from your questions you can get into some interesting discussions,

Like that-I put my suggestion in the question. ( I hope that made sense)

Yes, you can, and I usually do, to add more information to my question. It woudl be nice if this site allowed a little "additional info" to go along with the question.
